I googled "freeware image resizer windows" and came up with https://bluefive.pair.com/pixresizer.htm
I use gimp (Open Source and free alternative to Photoshop) for image manipulation, but if all you're doing is resizing, a simple program like that is ideal.
There's hundreds of free image resizing programs, https://www.filehippo.com is a generally trusted website for application downloads. Search for Batch Image Resizing, or similar.
Oh, also use flickr or photobucket to host images you plan on using on different web pages. Don't trust them as a back-up service, since there's no guarantee a server crash won't happen. Resize before you upload, since raw camera pictures tend to be very large, and uploading them is a lengthy process. Full sized camera pictures are good for printing, though.

If it's files in the e-mail, save them, then upload to https://www.tinypic.com and paste the resulting link here.
