Oh yes I have an app to find where they could possibly be since "maps are located in every tourist information centre, in many service stations, and in bookstores, sporting goods stores, newsagents, etc. etc. etc." if only those places existed and are open and when they do they have the state map I want. Of course I assume you don't have a smart phone so that is why you posed the question.

I would need a trailer to haul all the appropriate paper maps I've encountered on my travels ... including very recent travels ... including travels through the US. I've been spoiled for choice. But you do need to get a feel for where to look. You could start by seeing what's available in your own town and surrounding area. Go to some tourist information centres, service stations, bookstores, and sporting goods stores to see what they've got.

Oh, incidentally, in Canada if you're a member of CAA (Canadian Automobile Association) you can pick up paper maps for places all over the world. AAA might have a similar service. Before one fairly recent trip across the US, I picked up US state maps from CAA, but as we travelled, I discovered I could acquire free maps that were just as good from the tourist information centres all along the way. And so, because I like maps, I ended up with two sets of US state maps.

And not only do we have a smartphone, but on our recent RTW trip, we also each took notebooks. We did use the notebooks to look at google maps for routes, but google maps tends to fall over when it comes to cycling and pedestrian routes. It was, however, somewhat more helpful during the driving portions of the trip.

But I still like having a paper map in my hands that I don't need to plug in somewhere or depend on a signal being available. I like being able to pour over it, looking at the names and elevations of mountains, the names of lakes and rivers, and where the campgrounds are located. A paper map gives me the big picture ... I can see where I am in relation to all the things around me. Paper maps will tell me if the road surface is gravel or not, and will indicate if the road is a smaller secondary road or a potentially busy primary road. And many paper maps also provide touristy information ... a bit of history about an area, things to see and do, etc.

I just got done touring Cali and if you download the app called Cal Parks it is super useful! You can search and filter by a thing called hike/bike. We ran into the same problem where we would see that the campgrounds were full but most of them actually had a separate area for hike and bikes that were never filled up. It also updates the parks to tell you which ones are closed and what features they all have.

Tourist in MSN

For maps for an Android phone, MapsWithMe Lite is great, can download maps on wifi and it works off line. Maps are road maps, not bicycle maps however. But I consider this a GPS app and the original poster was specifically not asking about GPS apps.
