Are TT bikes sized differently from road bikes?

Are TT bikes sized differently from road bikes?

On a standard frame road bike (top tube parallel to the ground), I am definitely a 57 cm frame size. I was once looking at a Kestrel Talon TT bike and the dealer, after visually sizing me up, said I needed a 51 cm frame, which he happened to have on the floor. Could this be so? Are TT bikes sized differently or does one require a smaller frame size on a TT bike because of its design? Maybe this guy was just trying to unload a bike.

I have two road bikes: a 52 cm and a 51 cm. My TT bikes is a 48 cm. So yes, TT bikes are sized smaller. Total newby here but I'm 100% confident my fit is right on all bikes, my fitter awesome. It sounds to me like 57 cm to 51 cm is a pretty big jump but I'm not familiar with the bikes in question.
