could be: but that could also be Dutch colors(Edit, as plesu beat me to it, above)...I'd like to see a cleaner shot of the decal remains that have letters, I can't make it out.
Nervex Pro lugs can make it "anywhere" but the stay caps being crimped and flattened is more "French" than "British", though the dropouts look sort of Brit-ish as does the way the serial is stamped...flat shifter stop makes me think it's for a Simplex band, but this is a weak guess.
Your best clues: OD of the main tubes and BB threading

If you already know this for a fact, then try skipping down to the thread "Show Us Your Dutch Bikes" and scan those 43 pages to see if you can find anything matching...it doesn't ring a bell with any of the major Dutch brands I'm aware of.
Also try contacting one of the NL- or Belgium-based members who may know far more about Benelux brands than me (but you have to get to 50 posts before you can use the Personal Messaging feature).

Let's start w/ the basics:
1) bottom bracket diameter & threading (35x1 French, 1.375x24 ISO, 36x24 Italian)
2) seat tube outer diameter (28.0mm French, 28.6 English, Italian)

Thanks @unworthy1
I will take a look at the thread you suggested, I am pretty sure it is Dutch. That decal is now gone and that is was left of it, it was under paint(it was painted over it, imagine that).
