The only section I can find is VTL 22.600 part 2, which is the one I quoted above. (VTL Article 22 - Vehicle Traffic Law - Accidents | Reports) You are somehow inferring the duty to stay at the scene of the accident. I don't see it in the code and it's unreasonable to expect its existence. Hit and run laws were written before the age of cell phones, there's no expectation that there is a police officer in the vicinity of every accident or even that a police officer might show up any time soon. If you mandate stopping and waiting for the police, the driver might end up waiting for a very long time.

I've just checked California Vehicle Code, and, likewise, there is no requirement to stay at the site of the accident, only a requirement to share personal information with survivors or police officers already on site (if any), to provide assistance to injuried parties (if any), e.g. by arranging transportation to the hospital, and to report the incident "without delay" at the nearest police station.

pretty clearly indicated the property damage is a misdemeanor , bodily injury is a Felony.

NY state law makes it a crime to leave the scene of the accident after running over, say, a cat (without stopping and trying to locate either the owner of the cat or a police officer), but makes no such provision if you run over a human and kill him.
A cat isn't a person. (It seems mostly without purpose to show the cat your license and insurance.)

This isn't true. Somebody who is killed is "mortally injured" and the law you quoted covers that case too.

I was quoting the section of the law that has to do with injured humans. There is a different provision that deals with animals. See VTL Article 22 - Vehicle Traffic Law - Accidents | Reports. If you run over and kill a cat, you are required to "stop and endeavor to locate the owner or custodian of such animal or a police, peace or judicial officer of the vicinity..., and shall also promptly report the matter to such owner, custodian or officer". If you run over and kill a human, there's no such requirement.
