Depending on how we define 'Europe', one could also mention Andreď Tchmil (winner in 1994) from Khabarovsk. But by that time, he had a Belgian passport already.

Lemond - i don't think he did.

Andre certainly but he was racing as a Belgian like you said. Close but not close enough. Ed's almost given it away. BIG clue !!!

The year is correct, but Garrigou was not the first rider over the top..... The guy who was, was also the only entrant not to get off and walk the bike at some point on the climb.
