I don't think it is really dual purpose....I put 700c's on one of my MTBs but I couldn't use the canti bosses. The fit very nicely with clearance for fenders. Id say that fork is for a MTB with 26x? wheels....
With the brakes I mentioned you could use a 650b (584). MTB wheels are 559 so I assume you can run any wheels size between 559 (26x1 through 2.5 or so) and 622 (700c).
