It's a big difference but most people would consider it hair splitting. No member of the judiciary can make an arrest or in some cases even report a crime. A warrant is issued by the court but enforced by the executive branch. Sheriffs officers around here work in the court and even move prisoners as per judges orders but they are not part of the judiciary.

It depends on where you live. In some U.S. states the money from fines from tickets issued by the local police goes to the state's general fund. In other states it stays with the locality that issued the ticket.
