It's a big difference but most people would consider it hair splitting. No member of the judiciary can make an arrest or in some cases even report a crime. A warrant is issued by the court but enforced by the executive branch. Sheriffs officers around here work in the court and even move prisoners as per judges orders but they are not part of the judiciary.

Fair enough; I just thought fines went into general revenue. When it comes to corruption and how police are overseen, that's a whole other problem. But I still believe that more basic traffic enforcement and stiffer penalties for all road users who break the law would be a good thing.
