is there a difference between 110 BCD inner/middle and outer chainrings?
My univega viva sport has a double 110 BCD 5 bolt crankset. I mention inner/middle because it actually has the 74 BCD holes for a granny. It's my commuter so I want the lowest gears possible. So 34T inner/middle and 46T outer. I'll probably just stay in the 34 most of the time even DH. So to save money could I just move my current inner ring, I believe a 42T, to the outer position?

On the new bikes, you'll have lift pins and shift gates, and the chainrings are directional. The sprocket teeth may not be centered on the chainring either. So the change may not be as straightfoward as one might want.
Your old Univega probably doesn't have that, so you should be fine.
Swapping middle and outer ring may mean reversing the ring because of countersunk bolts. If the teeth are symmetrical, that may not be a bad idea anyway, as it could even out the wear.
The one thing you will loose is the pin next to the crank arms. It isn't a big deal, but if you ever drop the chain on the outside, then it will have a greater likelihood of getting stuck, and scratching up the cranks, and even bending the chainring.
Your old Univega probably doesn't have that, so you should be fine.

The Counterbore in an aluminum chainring set the head, and nut of the chainring bolt within it, and that is Sided .
though the very long wearing Surly stainless steel chainrings are not as such..
your 34 as the granny goes on a triple long set of bolts ,
the 24 and larger goes on the 74mm BCD innermost bolt circle
It is possible to double a triple and use a toothless disk chainguard instead of the outer ring,
and say a 42T Middle and maybe a 26t bail out gear.

Bikes: Catrike 559 I own some others but they don't get ridden very much.
What are you using for a shifter? If it's some kind of friction shifter, I wouldn't worry one little bit. Index front shifters are a bit more picky about having all the correct matching parts.
