Question about tire sizing 28" & 700c
I have been up and down google and forums trying to figure out if some 28" tires fit or are supposed to fit 700c rims. See a lot mixed answers and it seems like a somewhat convoluted debate, but maybe im missing something here. Was wondering since the tires i was looking at here are listed as 28" but are shown to be 47 x 622.

The other rim/tire fit aspect is the widths of both being agreeable to the other. A wide tire like a 47 will like a wider rim then a 25 tire does. Not that the 47 won't "fit" narrow rims just that for tire seating, max pressure, handling/cornering things go better with a wider rim. Since we don't know more data like what rim width or current tire size the OP has now it's hard for us to go further then a "Yes" answer. Andy.

29ers fall into the same stupid marketing category. They are wide 622mm tires.

700c is now marketing gobbly gook. Once upon a time, it referred to a tire that had an outer diameter of 700mm when inflated, and fit on a rim with a 622mm BSD. In ISO/ETRTO terms; that is a 39-622 tire. The 'c' represents the width/height of 39mm. There were 700, 700a, 700b, 700c and 700d and similar for 650.

Its the 622 that counts .. The ETRTO dimension standard, that rims and tires meet, at the bead seat.
glued on sew-ups get labeled 28" too..

sorry for the poor formatting; the numbers under the 700 & 650 are BSD, the right most column is width/height of the tire - all rounded to nearest millimeter. This system was created in France; constant tire diameter, limited selection of widths (-, a, b, c, d). Originally 700 was for men and 650 for women. There is a logic behind it, but it no longer makes sense with the way rims and tires are manufactured today - but it does make sense with hub brakes.....

On an rather unrelated note: The new Oregon sales tax law isn't applicable to bicycles that have "700C" wheels. The law states
“(5) ‘Taxable bicycle’ means a new bicycle that has wheels of at
least 26 inches in diameter and a retail sales price of $200 or more.
