Early in my possession of the Montello, I had a series of flats but the problem was on the inside of the tube, not the tire side.
Used these to get rid of the constant flats. Initially I found 3 layers of tape over the spoke holes placed by the PO.

Update on flat tires

I took my time and decided that I would try a new tube one more time but this time, I did a ton of prep work to make sure that there wasn't something I was missing. It has been a month now of riding and I have not had another flat tire. When I removed the last tube that failed, the pinhole leak was on the outside next to the tire, not the rim. I put down a clean piece of cardboard on the workbench to make sure I did not contaminate the tire or new tube. I ran a cotton ball inside the tire several times and found nothing really so I got a damp microfiber towel and cleaned the inside of that tire thoroughly...... I also used a damp towel to clean the new tube and protective strip on the rim....... After installing the new tube I rode for a few days and considered buying a new tire but all the local big box stores were either sold out or had BMX tires; lots of them. So I just decided to ride and see what happens. Each day I rode further gaining confidence in the rear tire situation and it has been good... This may all change but so far, it looks like there might have been "something" inside the tire that caused this issue..... Again... thanks for all the help and advice.

Think about it, a tube is tight inside the tire, anything that goes through the tire will penetrate the tube with ease.

Now about my experiences. I use to live in the Mojave Desert in Calif, and out there we had these little evil things called Goat Heads, it was a thorn, you probably heard of them, well they could penetrate any normal tire, before I switched to a thorn tube, I was getting about 8 flats a week, when I put in a thorn tube I was averaging 8 flats a week, they didn't help at all, but they did add considerable weight. So then I put in a Mr Tuffy, combined with a thorn tube and Slime, my flats went from an average of 8 to 6 a week, the Mr Tuffy was stopping some of the penetrations but not all, and the Slime back in those days didn't work good at all for high pressure road tires. So then a guy at a bike shop told me to try Specialized Armadillo All Condition Pro tires, he said they used those tires in the RAAM race and won the 4 person event without a single flat all the while using a lightweight racing tube! So I tried what they did, never had another flat again the whole time I lived in that god forsaken place.

Speed up 20 years. Tires have improved quite a bit, and Schwalbe Marathon series have the best flat protection of any tire on the market, and they even have a couple that they claim is flat proof...ehh, ok, not sure if I believe they're flat proof, but they're the best tire for preventing flats on the market. I tried a thorn tubes in my wife's E-bike bike, and the Schrader valve style, from Sun to Bontrager both tear away from the tube eventually, so I got better non-thorn tubes, and put in Clear Motion Rhinodillos, in the process of installing I had to cut them to make them fit correctly and found them to be about 5 times tougher to cut than the Mr Tuffy, so I took a piece of the Clear Motion Rhinodillos and an old Mr Tuffy and drove a tack through them, the tack bent on the Rhinodillo but went easily through the Mr Tuffy. I now use the Rhinodillos in my touring bike, but just a lightweight tube.

Todays thorn resistent tubes are very poorly made, I didn't have the issue of the valve stem tearing away from the tube 20 years and more ago, not today. Plus they didn't do anything to stop flats, NOTHING, and that's my experience, and the experience of the bike shop where I use to live in the Mojave Desert area, not only by owner of the shop, but by others that tried them to prevent thorn attacks.

So instead of being a jerk and trying to make me sound like I full of schit, try being nicer, I didn't make up anything, and I don't have to make up the fact you're a jerk, you proved that to me by my experience from your comment here, just like my experience with thorn tubes proved to me they're not all the valuable.
