Even very cheap, low end V brakes can work prety well when properly adjusted but they can be frustrating to get there. Adapting road bike brakes like the Tiagra to your bike may or may not be possible so it would be far easier to stick with the V Brakes as your bike was designed to use them. I am a big fan of the Avid SD-7. In fact, there are seven bikes in my fleet use them. Couple those with Speed Dial levers, Kool Stop pads (Salmon if you will use them in the wet) and compresionless cable and you have a very good setup that requires little maintenance.
