Try 32mm headset wrenches on the fittings under the cover. Despite their fluted shape, this may work (Shimano had some like that).

i think mechBgon is right: my friend has the same headset and a 32mm headset wrench + a big adjustable wrench gets enough grip to properly adjust.

here's the shimano proprietary wrenches.

Is it just me or are no wrench flats on that HS? It looks to me like either a plastic or tin cover over an Omas or Ofmega HS. what is the brand stamped in the cups?

Why is it you guys with the cool bikes that I would love to work on always live so far away?

Yep. There's a plastic cap over the top cup and locknut. Pop that off and those wrenches will fit. Nothing else will.

Regular 32mm wrenches actually do work fine. I think Shimano's goal with the fluted wrenches was to create aluminum headset wrenches so they were light enough to carry on a tour, and the fluted shape was more resistant to damage. But that's just my speculation.

My guess is that the Shimano nut/wrench combination moves the nut-wrench interface away from the weak point (corner) of the nut enabling them to use softer (lighter) metals without risking a rounded nut. This observation is made just from seeing the parts in question.

I do believe this is incorrect ,as far as i know there is a channel holding the nut in place in the plastic ring and you cannot remove that cap untill the bolt unscrews.

Nope. I worked on a couple back in the day. The plastic is flexible enough that if you get one side pried up, it'll pop off.

The best way would be with the Shimano DynaDrive pedal wrench. I believe this goes by "TL-PD10" in Shimano's scheme of things.

Mech's pointed you at the "correct" wrench. I think you should be able to use a Crescent wrench on the pedals, but carefully!

One of the downfalls (among many) of the Dura-Ace EX and AX stuff from back then was that they required many unique tools. When all the "real" racers used Campy Record, the unique tools were widely available among well-equipped pro mechanics. If you stepped outside of that box to Shimano, you had to invest in a lot a special tools. Suntour Superbe of that era was much better, being an almost perfect copy of Campy.

I didn't get to work on much of this stuff. I started in a neighborhood bike shop, working on mostly heavy Schwinns. After a couple years I went to work at Euro-Asia Imports, a wholesaler who dealt (and still deals) in strictly high-end bicycle parts. The owner, Bob Hansing, had been president of Shimano American long, long ago: https://www.encinovelodrome.org/bhansing.htm

Euro-Asia actually still lists the DynaDrive pedal wrench, by the way. Maybe they have one in stock if anyone's looking for one.

The last time I visited they had some NOS Shimano that the C&Ver's would kill for. And not just a DD pedal wrench.
