Pedal slip in lower gears

Hi all, had my old Gary Fisher converted to a nine speed w/ all new parts ( shifter, derailer, crankset, bottom bracket, chain and cassette ) It rides and shifts like it should but have been experiencing pedal slip in the lower gears like about 1/2 to an inch especially when on a downgrade when pedaling. When going on an upgrade this doesn't happen. My Son has a suspicion it could be the rear hub, any thoughts? This bike is from 1992.
