As for the rim, it sounds pretty nice, but unless I'm on a major budget, I think I would probably just get the Hazard Light because I trust that rim. It does sound like a greet wheel, especially with it being pretty cheap.

Whats with the haro wheel, and why would you go with a regular headtube? Especially after already having a frame with an internal one.

The flow frame sucked balls so I got rid of it because it was bent. The T1's specs fitted all my needs and i'm really not bothered about a standard/internal headtube. I much prefer the T1 to the flow.
The haro wheel is a replacement for the ****ty flow wheel which lost 6 spokes and got buckled as hell

The aftermarket Flow frames are exactly the same besides the stickers, and paint colours. I havent had a problem with anything on my Flow, it's been so solid. I think you are just sketch/ hard on parts. The O7 frames have a lower standover hight, smaller dropouts, and shorter S3 style chainstays without the wishbone.
