Three dollars? Not to me but that is only my opinion.
If you are a good bike mechanic and have a good stash of parts, you might come up with a ride-able scratched up bike for cheap. If you need to get the work done and don't have the parts, you will regret ever getting into the project. Again, my opinion.

Well i have no problem with tools and with refinishing the frame but i just want to know if it is worth anything so i don't waste my time. This is my garage aka paint booth, and my blue project for now freshly painted. Still got lots of blue left

Not Itallain and not even worth 3 dollars. Low end bubble gum welded Asian frame no fork bad paint, I have thown much nicer frames with forks in the dumbster recently.

It is kind of interesting that is has that cheap looking flat brake bridge but a high wire style cable routing with a pulley to route the FD cable back up.
But I agree it likely isn't worth sourcing the parts to build it. Do you even know if it 26" or 700c wheels?
