It's a Public bike frame. Not much more than a few years old. I think the company's only been around 5 or 6 years.

Bikes: A green one, "Ragleigh," or something.
Not a terrible frame to build up if you need a city bike, but would be cheaper just to buy one that's already complete. Parts are almost always more expensive than whole bikes.
