Frame ID

Hi, any idea what can it be? it has been badly repainted. Cut out in BB shell and looks like S on fork crown

Bikes: None in ridable condition

The fork is a Sannino

The pantograph on the fork crown is that of Sannino:

All the Sannino frames I've seen with this style of fork crown also had "Sannino" engraved in the bottom bracket shell. Like this:

Also, the cutout here doesn't ring any bells for me, unfortunately. So, based on just the pic of the BB shell, I'd say the frame is potentially not a Sannino.
A few more detailed pictures of the frame might help in possible ID.

Is that a serial # under the paint or the word SANNINO?

There should be a serial number on the fork steerer tube, which should match the serial number on the bottom bracket shell, if they're both original.
