A new steere could be brazed in, but the cost would probably exceed a new fork.

I got a real peachy Seller on ebay. I sent him the photos of the damage. He said, essentially, I have a 2nd buyer, just send it back and I will sell to the 2nd buyer. I am going to find out how much it cost to cut/thread at my LBs.

Just bringing a conclusion to this thread: I re-negotiated the price with the Seller. I think we both got frustrated b/c of the limitations of understanding eachother through emails. We found a price we could both live with.
The fork is not a "unicorn" (a term I will borrow from another poster here), but rare enough. Its a Frejus / Legnano style fork. Thanks to all that responded to this post.
