I do not have a brand name for you but I saw a lot of them when I was a bike flipper ,700+ bikes. One of them is for center pull brakes that does not have a cable release to remove the wheel. Those look better than many of that type.

They look like DiaCompe to me. I have a set in my parts bin from an old Rossi road bike (mid 80's) But don't sue me if I'm wrong, I'm old,
EDIT: That screw on the side should also have the rest of the levers mounted there for when you're on the tops. HTH

Also would guess some OEM version of the DiaCompe from about the early 80's, just before the AGC 250 came out. At least that's what the lever looks like, the "V" on the back side where the sides fold together resembles DiaCompe. The oblong cutouts on levers, larger on the top transitioning to smaller or round holes are also similar to what I've seen. Levers may have been swapped for some reason, at least on one side, maybe to get the quick-release feature or replace a damage.

Maybe it's just me, but it looks like there isn't a hole in the hood of the front lever (see photo from above) where the cable would come through. Maybe the lever was never put into service after the hood was installed?

or maybe we just can see all the way down and what we do see, that dirt line, is from a ferrule or housing end. maybe....

This makes sense to me. They look like knock-offs of the DC 154 (F) and 152 (R), based on the photos on velobase.
