I can't make out anything recognizable: animal, vegetable or mineral, except it's blurry.
Most likely a "personal expression one-off"

AH! ^ Now that's a fish!
and now I can sort of see the resemblance...but no shell cut-out I ever saw on a "major brand"
Check out the long series of pix in this "drain holes" thread and see it there's something I missed:
Show us your "Drain Holes" :)

Bikes: 1967 Paramount; 1982-ish Ron Cooper; 1978 Eisentraut "A"; two mid-1960s Cinelli Speciale Corsas; and others in various stages of non-rideability.
If it is an Eisentraut (and that's a big "if"), then there's a good chance it's a Rainbow 'Traut, Those went out under the Eisentraut name but were a joint effort along with Albert and Ed Litton - a Rainbow 'Traut could have been built by one, the other, or maybe even both of them. Not a bad lineage. Albert and Ed also both made customs under their own names during the Rainbow era.
BTW, although Ed worked with Albert, he did not learn frame building from Albert - Ed learned from Bernie Mikkelson. I got this directly from Ed himself, so I'm pretty confident about my source.

Another thought - There was a small operation (husband and wife) that made Coho (as in salmon) frames for a few years maybe 20 years ago or so. I saw them at one or two NAHBSes. They were very nice, and tended to toward the randonneuring side of things. I will say that the TIG welding on the BB shell makes it less likely to be either a Rainbow 'Traut or a Coho, methinks (and if I'm wrong in that surmise, I'm sure someone will be along shortly to give me my comeuppance
).

don't know much about Albert's line of "Rainbow Trauts" but FWIW the head tube decal looks nothing like the mystery BB shell cut-out.
Plus I've never seen any Eisentraut made frame (of any model or vintage) that had a Tig-welded BB shell...

from a BF thread on a 1987 Rainbow "Traut"
