A couple of years ago I found a 2001 Serotta Colorado III with mostly Campy Daytona ten speed, Mavic Open Pro rims. It was a rental at a local bike shop that I picked up for $500. When I had it striped down the frame, plus a couple of atached head set pieces, weighed about 1700 grams, or 3.7 lbs. I switched out the front end with house brand Performance carbon parts and a Chorus carbon crank, largely because I had them laying around. The bike weighs in at about 19.5 - 20 lbs. Best riding and most comfortable bike I've ever been on. I'm sure I could find some moderately expensive lighter wheels and drop another pound or so.

So in short I think your goal is totally attainable. Enjoy the quest.

No. Mine's a Waterford and not a Paramount. I actually wanted an OS Paramount but waited so long, the company switched hands. Mine was made with 853.
