In the meantime I purchased some cheapo Newbaums Bar Tape from Rivendell to replace the Brooks leather I moved over to the Masi. And I had some hemp twine (super useful stuff) laying around and finished it the way they suggest in their video.
Now off to Mellow Johnny's for some bar plugs!
EDIT: Didn't want to spend the money on bar plugs so I rode over to the neighborhood bar and asked the bartender for a few wine corks. When I bartended we always had a jar full of spare corks behind the bar. A great solution.

Thanks for all the great comments. This was a great build. I ended up selling this bike to a nice guy who seemed to really appreciate it. I recently moved to downtown Austin and just don't have room for it in my apartment.
Felt good recycling an old frame like this. Not sure why it was so hard to part with it but I guess that's life. A wise man once told me to never get emotional about cars and bikes but I can't help feeling bittersweet.
