Frame Recommendations for Modern Build

Yes - but please read the entire reply for context. I specifically used his terminology "decent quality". And I quoted his OP - requesting Columbus/Reynolds of decent quality.
Sure you can get decent quality Japanese frame sets, but they are not Columbus or Reynolds - which is what he specifically asked for.

Best bet is buy a complete bike, a nicer one. Then sell off the components and you should all of a sudden have a cheap frame. I bought my Prologue for about $250 on eBay, delivered. Came with Shimano 600 tricolor, which I did not want. Sold off the parts, and all of a sudden, the frame set was just about free.
i wanted the components, didn't want the frame.. so i sold the frame for $100 and all of the sudden had a free shimano 600 EX gruppo

Since I don't know how to multi-quote I will try to answer questions I saw through the post:
As far as 'how modern'...I would simply like a decent set up with brifters. Doesn't need to be brand new or dura ace either.
I am located in a little area outside of Orlando, FL, a somewhat podunk area where chickens roam downtown literally.
My current frame doesn't have the downtube shifter bosses so it may be more difficult to run modern deraillers. Is this actually possible?
Frame condition, at least paint, doesn't matter all too much. Painting the frame would probably be the least cost item in the build (I know a guy..)
I like the idea of the later-older Schwinns. Looks like I will begin searching.

So I avoid all repaints.
Once, repainted, a bike tends to look pretty generic.
