Help Identify my track frame - Cinelli BB

Can anyone help id this frame for me?
Has a Cinelli bottom bracket, but lugs are unknown origin (to me).

Wow very interesting! Nothing like anything I've ever seen. I would almost want to say Japanese but the Cinelli bb lug says otherwise. Maybe it was built in a smaller European country using the Cinelli BB shell and custom made lugs. Swiss?

custom work. Since you're in Aus, it may be the work of a local builder. The lugs seem very "British" inspired, but the Cinelli IC BB shell and liberal chrome plating points to something made later than the era of ornate-lugged Hetchins/Carltons/etc., probably early '80s.

Thanks for the info, I will start researching local frame builders. Any other thoughts would be greatly appreciated.
