Shimano RD-M700, Deore XT Dis assembly help

I have one of these, but I think something is wrong with it. The Cage is jointed twice, once where most RD are at the bolt and once more at the top cog.

Both seem loose and swing freely with little resistance. I took it apart and found a normal setup with the spring and all. But then there is a cable running to the second joint. Anyone know the proper way this should go ?
