Not really. He could stand over the frame, and the brake levers are right over the front axle. You're just seeing a French fit in motion.

Yikes, $4000.

I'm 6'6" and ride a 68cm which I barely clear the crossbar on, I suppose someone my height but all legs would fit it or obviously someone taller.

He whizzed past me one day as I was riding down a hill in the Old Town area in San Diego. This must have been in the late 70's or early 80's. Quite a sight.
