How do I remove this freewheel?

That round aluminum(?) disc behind the axle lock nuts could be a dust cap that you can pop off and there could be FW body notches or splines under it that you can fit a FW remover on to.
Take the axle nuts off and see if you can get at an edge to get that dust cap off.......if it is a dust cap.

If the bearings are right under that cap and you still don't see notches or splines to use a FW remover on, you might actually have to tear down the FW to get at the inner body and hopefully have a tool to get a grip at it to screw it off (I wonder if there could be flats on the inner FW body)......that's unusual, but maybe some here that have worked on older Suntours might have encountered the FW already and can chime in.

Got a picture of the hub from the other side of the dork disk? Early SunTour cassette hubs had a thread-on top cog like Shimano's Uniglide hubs. I'd give the two-chainwhips thing a try.

Is there some reason you want to save it? SunTour cassettes haven't been made in nearly 20 years, and they're the only cassette that fits that hub. 100% incompatible with Shimano or clones.

I have the tool for that, I'm pretty sure. You need to take the axle out from the NDS first. A picture of the hub like the stock photo shown would be helpful, as would be any markings on the hub.
Once you remove the axle you will see the pattern on the DS for the freewheel removal tool. If not, it's a cassette...two chainwhips.
As stated by others, a bit more of a clue as to what we are looking at would be helpful. Is this a road or mtn wheel, for example.

Its a cassette hub. Hold the low gear cog forward with one chain whip and loosen the high gear cog with another chain whip.
If you only have one whip put the wheel back in your bike with chain in low gear, apply forward pedal pressure and loosen the high gear cog with a whip.

sure looks like a cassette to me. Either way the small cog will unscrew with enough leverage and liquid wrench but I bet it is really ceased on there. I would using a vice to hold a chain wrapped around the small cog (lock cog) and a good chainwhip with at least a 3ft cheater bar on the other cogs to try and remove it if it is really stuck.

Agreed. It looks like it's an old SunTour cassette hub to me. It'll take two chainwhips and a lot of force to loosen the small cog, assuming it's not rusted in place.
