please need help to identify this basso loto

Not really sure what your asking here, but this indeed a Basso Loto which was one of their top tier bikes. Should be made with Columbus SLX tubing, which is very good. I'm thinking it's an early 90's model due to decals and brifters. Can't tell if it's Campy or not though. Second pic is a blur, so I'm not sure what it's a picture of.

Ah, that is good. The angle of the chair it's leaning on, and the toolbox (?) On the chair, must be tricking me. In your photo the top tube looks bent down right at the front.
Can you get date codes of the components? I know dealer brochures for some years are available online. If you know the make, model, and year, that's probably all you can really hope to learn, though it would be nice to know if it was made for the American or some other market.
