What is this karate?
Never heard of it. Of course there are many things in this world I've never heard of. Apparently the Internet has never heard of it either. The name sounds like it was some contract brand, but perhaps not.

Never heard of it. I agree that it looks like a pretty decent frame for the price, though.
There was a trend at the very early days of imported Japanese frames to capitalize on Asian kitsch as a novelty. Bridgestone was originally called Kibuki, for example. This seems like the same idea.

I had a tange 900 frame, I loved the way it rode. used it as my main ride for quite some time, and then as I upgraded I couldn't get rid of it, so I made it into my grocery getter. It still rides like a dream.

Apart from the lack of a chromed fork, it looks a lot like my '83 Nishiki Landau, also made from TAHNGuh 900. My guess is it's a Kawamura built frame of that approximate vintage.
Dittoes on the nice ride; one of my favorites since I put decent tires on it. Currently sitting out the winter up high on a shelf since it's too pretty to ride in the wet.
