Its a Canadian Mile.
it takes me 45 min to do 9 miles at an average speed of 15 MPH stopping for traffic at several traffic lights on some busy city roads.

I thought they called those Canadian miles, liters.... or something like that. And the time is different too! Because they use that metric time.

This may help with the calculation: Metric hour = 72 minutes, and a Liter-mile = 0.621 American miles

If he doesn't have much in the way of junctions to deal with his time shouldn't be a problem. Even Cat 3 amateurs can do a 25 mile individual time trial in about an hour so 20 mph is a leisurely pace. Me on the other hand am quite comfortable leaving that to others and enjoying my 13 mph pace (about 11 mph avg w/ junctions) sitting upright on my Workcycles.
