I just picked up a baklava at REI that gave me an idea. Instead of a jacket with hood, you could use a waterproof baklava over any jacket. If it came down far enough, it would work as well as any hood as long as you stay reasonably close to upright. I haven't seen such an item, but then I haven't looked. (This idea is around 180 seconds old as I write this.) It is an item that would be simple for anyone with a sewing machine to make.
