Yeah, I couldn't see something like that passing. Maybe a general bike license, but registering every bike? Cripes - I'd go broke trying to register my fleet, and I already pay to have two motor vehicles registered each year.

Not to mention bikes are thrown away, resold, found, or pieced into other bikes way to often for this to not run into headaches.

How would people register their home built cargo bikes? My cargo bike has two serial numbers on it for cripes sake.
