I know my eyesight is going as I get older, and I don't know much about studded tires, but I must be missing something in this Amazon ad:

Something I don't get. The Romulans had cloaking devices. The Klingons somehow obtained cloaking devices. Kirk stole a cloaking device and stole a Klingon vessel with a cloaking device to save a couple of whales. So at the very least the Federation had 2 cloaking devices on hand to play with. Why didn't they ever install them? Were Federation engineers too dumb to figure them out? Would have been really handy when the Bork were running around causing trouble.

Because of a treaty between the Federation, Klingons and Romulans the Federation agreed to not develop cloaking technology as one of the agreements in the treaty. (Covered in TNG, not the original). The Klingons never developed the cloaking device it was actually given to them by the Romulans as part of a treaty / trade for Battleships (Separate from the one that disallowed cloaking devices for the Federation).

That is basically the reason why they never got cloaking tech, a treaty told them that it was a "no-no". (Although they experimented with it covertly, federation that is)

Read the review. The reviewer says he didn't receive the Schwalbe Ice Spiker. He received a Kojak tire instead. He liked the Kojak tire so didn't send it back. Apparently Amazon hasn't figured it out yet.
