Will this work?

I have two road bikes now and have been wanting an Edge 520. The question is if I buy ONE Edge 520 (bundle) and then get an additional set of (cadence/speed) sensors will the 520 work with both sets?

OR, is there another Garmin (25) that is affordable enough to easily buy two and have one for each bike and upload rides to Strava?

Thanks.

You can pair your 520 to a bunch of HRMs and speed & cadence sensors and power meters, and it will use whichever ones it can find when you start riding. Older Garmins could (I think) only be paired with one speed and cadence sensor per bike but newer ones moved to a "sensor pool" concept where the device just knows a bunch of them and picks up what's available.
