The answer is no, the reason is the lack of strength/body mass as I said in my first reply.
Saying no with no reason would be bad/sexist.

As is saying no because you don't personally know a woman who can move more than 20#. Which I find utterly ridiculous in itself, considering the overwhelming majority of bikes weigh in excess of 20#, and I see women picking them up and loading them on bike racks all the time.
