Thule rack lock problem

I have a Thule Spare Me Pro and it hasn’t been used in a while. After I locked the security cable... I can’t seem to get it unlocked. It seems like the tumbler or release latch inside is stuck. I tried putting some graphite lube into the key hole and it helped the key turn a bit further but still won’t release the lock. It only turns a quarter rotation.

I’ve tried wiggling it for several minutes but I think I’ve hit a wall. Any other thoughts on what I can try?

Use a wet penetrating lubricant (liquid wrench, kroil, seafoam, etc), and let it sit for 20-30 minutes, preferably where gravity can help pull it in.

Once you have it open, you can use the blank that they include with the locks to remove the cylinder and clean it up.

Thanks for the tip. I was actually able to remove the cylinder last night. The part that's giving me trouble is the inner rotating piece that moves the pawl. So I am soaking it as I'm typing this and hopefully it will give.
