Looking at the picture again I noticed that many people are wearing masks to cover their mouths.
Is this because of the nuclear hazard? Even in Kyoto?

The costume is over the top but probably traditionally japanese :D

The front hub could also be one of those internal braking systems we here call "trommelremmen" and the motor might be in the back.

No, not at all. We wear masks for three reasons. Currently to prevent hayfever, and also this past week we've had alot of "yellow sand" blow across from the deserts in China. We get a lot of respiratory infections from it. The third reason is during cold and flu season to prevent spreading.

The hub I didn't notice. It's not a motor though. Quite a few bikes have them but I never take the time to check them out. I will, and report back.

This was a good looking frame but I took the pic at a crappy angle. Components were low level, but the frame was "snappy"

Yes they are. This one is a private parking lot so it is free for the first two hours and then 150yen for the day. I'll have to take a pic of the scooter parking lots.
