When I plug 11,24 € into the XE currency converter, it spit's out $16,43
You obviously see my delimma with the comma replacing the decimal. Is this $16,43 the same as $16.43?

Yes, the Germans use a comma, we use a decimal. so 1.50 euro would be 1,50 euro.
