Yes. I've called them about it twice in the three years I've lived here. I used to go in the backyard to read but it just smelled like hot poo so I stopped. It's gross. The HOA only seems to stop him for a month or so.

This crap (ha ha) pisses me off.

My block, in Brooklyn (yeah, a little different than your situation), is sometimes besieged by dog**** minefields. One day, I saw someone standing in the open doorway while their little white dog took a crap on the sidewalk. I ran over to 'talk' with the owner, but I was too far away - dog and owner scuttled inside. Instead, I picked up the dog poop and placed in neatly in front of the door to her building. To add an element of shame, and to recruit her own neighbors as a watch against her, I placed a note under the poo, explaining why I has deposited it there. I haven't seen her without a poop bag, since.
