Probably law enforcement has bigger fish to fry.

Also, the owners probably say that whatever happens between the providers and the clients is between two consenting adults, so it's hard to prove anything illegal is going on without expensive sting operations etc.

Just my guess, I am certainly no expert in these matters.

the same way escort services get away with things. Escort service never advertises sex: it sells "companionship," whatever that means.

Of course, sometimes massage parlors & escort services get busted (see Eliot Spitzer), but law enforcement treat them as a low priority
