It's mean to kudos them and not also make a series of comments on their ride about how great they looked out there and how neat it is that you can figure out where their home is in case they ever want to invite you over to talk about bikes or hug.
If a fly-by rider gives me kudos without the follow on commentary, I would be happy to reject their kudo.
