I always inflate new tubes to be sure there are no defects in them. I do that before putting them into my repair kit. I don't want to be way out on the road in a rain storm get a flat and then find out my spare tube is defective. Had that happen with one Monntain Equipment Co-op tube and don't want a repeat.

Roll them up tightly, letting air out as you go.

Trust me, it's possible to get them much tighter this way.
