Well, they said shipping to them. But I told the guy that I already wasted 7 tubes and will buy rim tape. Any more issues, they pay shipping to and from for replacement wheels. I won't pay because of their issue.

You mean on the wheel well? I covered the section of the rim , but it is not touching the sidewall . So I don't believe it's a burr. But I'll still sandpaper that area anyway. Couldn't hurt.
