Smallest chain ring and smallest cog and my chain is resting against the chain stay. Is something off?

Effectively cross-chained. Have you tried riding it in that configuration? Often it doesn't work. There's no reason, as you can get that ratio elsewhere. As I recall, the rule for chain length is big ring/big cog and add a link. Somebody please correct me if I'm wrong.

Are you saying I’m riding cross chained in that configuration? I would have thought that with only two chain rings, the smallest chain ring and smallest cog would be fine, nor does it look like it’s causing the chain to be at any angle vs largest chain ring and largest cog.

The chain is too long for that gear choice, and it's by design. Little/little gear ratio can be has with the big chain ring and a more suitable cassette cog, as seedsbelize said. In this case, the cross chain isn't angle, it's the physical capabilities of the bike.

I’m not good at quoting everybody. But thank you for clearing that up. My CAAD was the old three chain rings and I typically rode the middle chain ring, when I switched to this I just assumed it was similar and didn’t think anything of it. I was concerned because in that picture the chain looks to long, but if I go big and big it looked appropriate and I didn’t think I could take any more links out. Appreciate the help.

Had my best/ longest run since banging up my heel a while ago. Felt awesome.
In other news, a local race company seems to be intending to run an actual live & in-person sprint/Oly in mid-July.

I recall you saying that you were getting some chainslap previously, and I mentioned that it was probably too much chain - this certainly looks like too much chain. Well, either that or the RD doesn't have a cage long enough to take up the slack of the gearing range, but I wouldn't think that Cervelo/Competitive would make that kind of mistake. Do the Shimano sizing that rjones mentions - big/big +2.

In general, I like to avoid the small chainring - front shifting has gotten really good, but it's still no comparison to what a rear derailleur can do. Being down at sea level and with very little elevation nearby, I'd probably never use the little chainring unless I was pedaling in to hurricane headwinds.

I honestly thought it would be worse for the rear derailer if I was large chain ring and on the 4 5 6 cog. Atleast that was my logic.
