Mine don't get in the way at all. Champion from Target. Short sleeves are $12 each. $15 for a long sleeve version. Two dollars more for a long sleeve thermal version.

When they got made from wicking fabric rather than cotton.
Get off my lawn!
I wear short sleeved base layers all year around. Long sleeve base layer on top of the short sleeved one if it's really cold.
Even in the heat it's no hotter to have a good (not t-shirt) base layer on, and it's warmer on descents and cold morning starts.

I think the OP just got a bike and is starting to learn about cycling.
Personally, I wear long sleeve base layers in the winter for warmth. None in the summer.

Long sleeve if I'm wearing a long sleeve jersey. Sleeveless otherwise.

I usually wear sleeveless baselayers. I don't like wearing a short sleeve base layer with a short sleeved jersey, i don't like having two layers of clothing on my biceps, it feels too tight. Being in LA it doesn't get too cold either so i'll usually just throw on some arm warmers and i'm fine.

Hmm, it depends based on the temp for me. Today I did 28 miles in temps in the lower 20s with about a 8 mph wind. So I wore a long sleeve but thin summer weight coolmax shirt. Then a baggy fleece pullover with a thin gortex windbreaker over it. Was comfortable the whole ride and warm even when I stopped for about a minute. When I got done the baselayer was dry, a few spots on the fleece were damp, and the inside of the jacket was soaked. Key here is that the baselayer was dry, very important to keeping warm. The gortex is wrong unless it's raining but right now I don't have a more breathable soft jacket.

Everybody has to figure out what kind of layers he/she needs, for whatever range of conditions are ridden in. For 3+ hr rides in cold temps, nothing wrong with carrying dry clothing to change into. Cold sweat just isn't that comfy.

You would think this is the case but not really. Like jerseys some are more similar to club fit, looser fitting. My point was that if wearing a race fit jersey, a short sleeve compression fit base layer is a necessity so as to not get in the way of the jersey sleeves among other things.
