I'm purchasing a cable set for my bike, which is setup with Campy Record 10 speed shifters (says Ultra on them).

I was looking through eBay for some cable sets, and I've decided to go with the OEM ones in the black Campy boxes. I've read a few listings, and one of them said there are Ultra-shift specific ones and regular Ergopower ones.

What's the difference in between these?

I'm no expert, but I'd guess the diff. lies in the cable diameter, or the size of the metal end that seats into shifter.

If in doubt, get the set that was made for your specific shifters.

This is the exact same kit I bought for my 10spd Carbon Centaur kit just last month. I even bought it from the same seller also. I paid a little cheaper for the one without the box but everything is still in the sealed bag. The 11spd kit is a little bit different as Mr. Embrey said.

Still a bit confused on how it may be 10 and 11 speed compatible, but people say that 11 speed is not compatible with 10 speed.

you might want to try ribble, who have it for cheaper.

Do you actually have the shifters in your possession yet? They should come with cables if you bought them new. Ribble will only save you 2 or 3 dollars in this case. I've bought from that eBay seller before because once you factor in shipping there is barely a difference in price and you'll likely get the cables quicker.

The difference between older Campy cables and ultrashift has to do with the outer diameter of the shift housing. It is now slightly smaller to fit into new shifters. When people say that Campy 10 and 11 are not compatible, they quite literally mean that one uses 10 cogs and the other 11, so anything to do with the change from 10 cogs to 11 is going to be affected (The ratcheting mechanism in the shifter, the derailleurs themselves to an extent, the cassette, and the chain). Other than that it's all good.

Excel says the 10 and 11 speed compatible ErgoPower UltraShift cable set is Campy's "new and improved" design.

AFAIK, you can only get the new sets. Except for NOS stuff somebody may have stashed away, the old style cable sets are long gone. FWIW, the cables for the new and old styles are exactly the same, the only difference is the new cables have a slightly smaller diameter derailleur housing.

Like .4mm smaller.

I did a bit more searching and found out that these new cable sets DO work on the older (2008 and before) Ergos. The only problem is the cable housing (as someone had mentioned before). It's not really a problem however. It's just 1 additional ferrule per housing to insert into the shifter itself.
