Your fulcrums are fine.
You will not gain any speed by any other wheel unless you do TT's at a constant speed of 30mph and get more aero wheels or you do extreme hills and get lighter wheels.

The difference in speed will be 1% depending on the OP's current speed.
The biggest difference in speed can be obtained by:
1) HTFU 2) assume a more aero position ... 3 ... 4 ... 5 ... 6 ... 7) also you might look at your wheels if you still have too much money.

If the OP indeed shoots dogs than this means that he isn't fast enough to outrun them.
Most dogs run about 22mph and so we can assume then OP is slower.
This leads to the conclusion that ZIPPS will not make him faster.

As others mentioned, you should take a close look at your position on the bike first and also get an aero helmet for time trials. In terms of wheels, if you are looking for a low'ish' cost aero wheelset you can get one with Kinlin XR-380 38mm deep aluminum rims. To get the cost lower you can use 27mm or 30mm deep rims. I like the HED rims too, but I don't know how their aerodynamics really compare with deeper rims.

Personally, I'd go with the Mavics for durability given the choice of those two... but some of the custom builders could probably do a lot better for the same budget. And I would expect a noticeable difference as well. I had those same Fulcrums on my Tarmac and they felt like anchors on the short/steep climbs around here. Switching over to a relatively modest set of Easton EA70s was a night and day difference and I went from straggling at the back on the climbs to being one of the first over the top.

I got attacked by a dog when I was13 while doing a paper route on my bike. I kicked him and caught him right in the neck and apparently broke it because it went down and didn't get up. I wish I had zips on my schwinn back then because I could then have been able to out run the dog and not kill it.
