OK, so the single speed which I'm going to guess will be used on mostly clear roads and maybe small amounts of snow. 25c is probably as big as you want to go on it. I would look at wire bead puncture resistant tires like a Vittoria Randonneur or even using the tires you have on it right now.
Obviously the 14" of snow we got were not ideal riding conditions for my Krylion carbons but I have no intention of putting on something else unless we get a solid Winter base of snow that isn't melting off. Just make sure you run a low pressure, at 140 I run under 75 lbs. If getting yucky is not your deal you could put some race blades or something on to help with the slop as well. If you can fit 28c I highly advise getting something with a reflective sidewall like a Conti Touring Plus.
