Some of it looks like new names and color on the same tires, but I am sure the 28mm GP4000S will be of interest to some.

While I haven't been running GP4000Ss, the other Continentals I've run have been very close to advertised size. Unlike Michelins which really do run large. Are the GP4000S the exception?

26.5 and 27mm with 90psi on CXP22 and 33 rims.

In other news how do the Grand Prix GTs rate? Seems like they might be the go for my endurance rides out the back of nowhere.

Can't tell you anything about the GTs, but, I've got a couple thousand km on a rear 28mm GP 4 Season without a single flat. Not as supple a sidewall as the Michelin Pro Optimums. It's hard to say which has better grip. But, definately better sidewall durability than the Pro Optimums and probably a bit more tread life.

25mm and 28mm GP 4 Seasons seem to run true to size on 19.5mm wide DT Swiss 585s. The Michelin Pro Optimums definately run over their stated 25mm more like 27-28mm.

I wonder what's really different between the GP4000s and the GP4000s II other than additional sizes.

To be fair its stated in the OPs link that its a facelift.
Perhaps they'll no longer have "Handmade in Germany" on the sidewalls.
